Kosovo urges Serbia to implement obligation on cross-border energy trade

Acting Minister of Economy, Artane Rizvanolli, has demanded the implementation of the Energy Community decision that obliges Serbia to make cross-border capacities available for energy trade with Kosovo, saying that Belgrade has not taken any steps in this direction and that Kosovo will not stand idly by.

At the informal meeting of the Ministerial Council of the Energy Community, which Kosovo chairs this year, Rizvanolli highlighted three issues. She mentioned the commitment to using the energy capacities “that we already have in the region, whether generation or transmission” – while in Kosovo there has been a lot of discussion recently about American gas. 

The acting minister accused Serbia of failing to implement the decision of the Ministerial Council of the Energy Community, which had set a deadline of July 1, 2026, for the opening of cross-border capacities with Kosovo.

“By preventing the commercial use of the interconnection with Kosovo, Serbia is overloading transmission capacities in Kosovo and neighboring countries and is placing an unnecessary burden on all consumers in the region, especially those in Kosovo. We have felt the consequences of this very closely and very heavily in recent years. We cannot and will not stand idly by as long as this obligation of Serbia is not implemented," she said.

Meanwhile, the Director of the Energy Community Secretariat, Artur Lorkowski, said that Kosovo is the only country in the Western Balkans and the Energy Community that does not have direct interconnections with EU member states.
