The Study on the Roadmap for Multilateral Power Trade in ASEAN examines opportunities and challenges in advancing cross-border electricity trading to strengthen regional energy security, affordability, and sustainability. It highlights the role of multilateral frameworks in complementing bilateral and regional initiatives under the ASEAN Power Grid.
This study explores different pathways for implementing multilateral power trade, including institutional, regulatory, and technical considerations. The roadmap serves as a reference for ASEAN Member States (AMS) in designing policies and mechanisms that support a more integrated and resilient power system. It recommends a path to implement and expand MPT in ASEAN, including through use of existing and in-progress transmission infrastructure, especially focusing on the steps required to implement subregional intermediate-stage MPT markets that would precede more advanced MPT markets across all AMS.
